City history

Noyabrsk is situated in the central part of Siberian uplands, on the divide between the Ob' and the Pur rivers, not far from lake Tetu-Mamontotyay. Thanks to advantageous geographical position, the city became 'the southern gate' of the district.

Through Noyabrsk, the trunk-railway Tyumen'-Novy Urengoy passes, as well as automobile highway connecting Noyabrsk with Khantia-Mansia and the 'continent'; there is an airport as well. Well-developed transport system makes it easy to provide the south of the region with resources necessary to sustain life in cities and townships in Purovsky region, where there is over a half of gas volumes and about 90 percent of oil extracted in the district.

The beginning of Noyabrsk history, as with most cities of our region, is connected with development of oil and gas deposits. The first prospect hole in Kholmogorskoye field was drilled by the team headed by a foreman driller I.P. Solovyov on August 19, 1973. A little more than three months later a gush of oil was received at rate of 132 cubic meters per day. In 1975 the first tons of oil flowed into the country oil artery.

Kholmogorskoye, adjoining Karamovskoye, and neighboring Muravlenkovskoye deposits gave rise to a township later called Noyabrsky. In winter 1976 it was yet marked on the maps of design engineers only.

The first railway builders' landing forces of column convoy #15, group of companies Uralstroymekhanizatsiya, arrived at the site of a future city in November 1976 on their own. On December 20 column convoy #15 was in full strength transferred from Megion station to Noyabrskaya station.

In December 1976 builders and assemblers from construction train 329, group of companies Tyumenstroyput', headed by the chief of the train P.K. Petukhov arrived.

On December 31, 1976, from Achinsk station to Noyabrskaya station, a column convoy #87, group of companies Uralstroymekhanizatsiya, was dislocated. They were supposed to carry out the earthworks at building of Surgut-Urengoy railway.

In September 1977 the construction and erection enterprise 329 opened the first school that was put in charge of V.G. Dudashova.

In October 1977 Tyumen' region executive committee took a decision to register the township of Noyabrsky, sprung at the railway station Noyabrskaya, Purovsky region of Yamal-Nenets Autonomous Region, and to form Noyabrsk village Soviet of Purovsky region with its center in the township of Noyabrsky.

On December 12 the village Soviet of People's Deputies was formed; A.V. Krylosov was elected to be responsible, A.N. Lukyanova came to be its secretary.

At the end of 1977 the population of the township was 1,523 people already. On April 28, 1982, according to the Decree of the Presidium of the Supreme Soviet of RSFSR, the industrial community Noyabrsky, Purovsky region, was reorganized to the city of Noyabrsk with district subordination. The first five-floor building was constructed. Gas production department Vyngapurgazdobycha was put under responsibility of M.I. Galkovich, who had been in charge of gasmen team for over 20 years. The same year the city Board of Education (headed by V.P.Kryuchkov) was set up. The club 'Dnyepr' also held its doors open, headed by its first and continuous chief - honored worker of culture N.Ye. Melnik.

On January 1, 1983, the first issue of newspaper 'Northern Shift' was published. From June 19 to June 26, city arts festival 'Taiga Dawns' took place here for the first time. Since then, it has got to be traditional and became annual. On November 3 Noyabrsk airport welcomed the first passenger airliner AN-24 from Surgut.

In January 1984 the first issue of newspaper 'Oilman's Word' by the enterprise Noyabrskneftegaz was printed. On April 24 the Museum of Labor Honor was opened, which served as a base for creation of Regional Museum of Local Lore, History and Economy. The same year Vyngapurgazdobycha was renamed and given a name of Noyabrsk Administration of Production and Distribution of Gas - NAPDG. The city population came to be 55,100 people, among them the number of Noyabrskneftegaz employees - 13,852 people. On June 8, according to a decree of Department of Energy and Electrification of USSR, a new enterprise was created named Noyabrsk Electric Mains headed by Yu.A. Link.

On March 20, 1985, oil and gas producing enterprise Kholmogorneft made the first oil from deposit Pogranichnoye. In May the first historical monument was opened - a War Memorial to soldiers deceased in the Great Patriotic War (designed by N.S. Shvets and A.P. Shpilevoy). On May 9 in formal atmosphere the eternal light was lit. A registry office opened up; on December 31 Noyabrsk production office on operation and maintenance of municipal services projects was created. A part-time farm of production enterprise Noyabrskneftegaz was set up. The first greenhouse was constructed. Oil output came to be 15,942 thousand tons. The number of staff worked out to be 20,204 employees.

In April 1991 a site for construction of Michael the Archangel church was selected. On August 6-7 the city was visited by the President of Russia B.N. Yeltsin. On January 2 Noyabrsk city branch of Russian Union of Veterans of Afghanistan was created. In January, as a subsidiary of production enterprise Noyabrskneftegaz, a company named Dyuar was set up aiming at production of clothing and knitwear (headed by L.D. Bazilyevskaya).

On June 23-24, 1992, Noyabrsk was visited by the vice-mayor of Russian government Viktor Chernomyrdin. On July 2 an employment center was set up. In September the city milk plant launched its trial production; toddlers' creamery was opened.

On August 24, 1995, the President B.N. Yeltsin issued a decree to establish JSC Siberian Oil Company, which was to join OJSC Noyabrskneftegaz. On September 29 JSC Siberian Oil Company was set up by the Russian Federation government decree. V.A. Gorodilov was appointed the company's president and the chairman of the board.

In January 1997 the first issue of an orthodox paper 'Khram' was published. On March 16 Alexander Busalov came to be the first elected mayor of Noyabrsk. On August 1 an agreement was signed about collaboration between Omsk region and the city of Noyabrsk. Solemnly, there was opened a monument to Pioneers of Tyumen's North and the Square of Scorched Youth (in memory of the deceased in hot spots).

In 1998 the staff of JSC Noyabrskneftegaz produced its 400-millionth ton of oil. On April 25 a municipal establishment Rehabilitation Center for the Disabled was created. On June 9 Noyabrsk became the winner of competition 'The Most Comfortable City of Russia'.

As of January 1, 2000, the population number in Noyabrsk came to be 96,976 people. The average age of the population is 31 years old.

Enterprises: LLC Noyabrskgazdobycha

LLC Noyabrskgazdobycha is a subsidiary of JSC Gazprom, is active in the south of Yamal-Nenets Autonomous District, Purovsky region.

Its Director General is Anatoly Vasilyevich Krylosov, Chief Engineer - Valery Ziryakovich Minlikayev.

LLC Noyabrskgazdobycha is made up of five gas fields - Vyngapurovskoye, Komsomolskoye, Zapadno-Tarkosalinskoye, Gubkinskoye, Vyngayakhinskoye, as well as a number of auxiliary departments.

According to the results of work in 2003, the in-house total output of the company was 49 billion cubic meters of gas, which is 101 percent on the target figure. 17.7 billion cubic meters of gas was produced; 115,000 tons of gas condensate was extracted.

In Vyngapurovskoye gas field 3,527 billion cubic meters of gas was produced, which was 102.8 percent on the target figure.
In Komsomolskoye gas field 31 billion cubic meters of gas was produced, which was 100.1 percent on the target.
in Zapadno-Tarkosalinskoye gas field 13,601 billion cubic meters of gas was produced, which was 100.7 percent on the target.
In Vyngayakhinskoye gas field 898 million cubic meters of gas was produced, which was 179.6 percent on the target.
In Gubkinskoye gas field production services were provided in the volume of 15,2 billion cubic meters.

The above plan extraction was 700 million cubic meters of gas. Net profit of LLC Noyabrskgazdobycha came to be 1 billion of rubles.

After Yety-Purovskoye deposit obtains its full capacity by 2005, the augmentation of gas production by LLC Noyabrskgazdobycha will be 15 billion cubic meters per year, which will allow the company to extract over 80 billion cubic meters of gas per year and be ranked the third in gas production among gas-producing Russian enterprises.

As of January 1, 2004, the number of staff in the company was 3,400 employees. Growth in the number of personnel was brought about by launching Vyngayakhinskoye and, in prospect, Yety-Purovskoye deposits. Labor efficiency, compared to 2003, has increased by 5 percent.

The company's expenditures, in comparison with 2003, have risen by 16 percent. This is due to the growth of salary and increase in cost of services by contractors.

In 2004 the enterprise is planning to produce over 70 billion cubic meters of gas and 200 thousand tons of condensate. Among the nearest prospects of Noyabrskgazdobycha is launching of Yety-Purovskoye deposit; construction of second priority booster compression station at Komsomolskoye deposit (6 plant units with 96 megawatt capacity); carrying out exploration works at booster compression station of Vyngayakhinskoye gas field and the northern dome of Gubkinskoye gas deposit.

The investments program of the enterprise for 2004 scheduled by JSC Gazprom provides 8.5 billion rubles.

The hallmarks of the enterprise have come to be mobility, concentration of efforts on fast and quality arrangement and launch of small and average in reserves gas deposits.

Low prime cost of gas production is one of the key distinguishing features of work of LLC Noyabrskgazdobycha. The enterprise works at a profit, has the lowest expenditures on production of a thousand cubic meters of hydrocarbon materials among the Russian gas producers. This allows the enterprise to play the part of a general tender when providing services on production of gas for independent subsoil users.

LLC Noyabrskgazdobycha has its own program of social development and social protection of employees. Labor rights of the workforce here are secured by the sectorial tariff agreement and the enterprise collective agreement, which provides the staff of LLC Noyabrskgasdobycha with a number of additional guarantees and benefits. Among them there are recreation, therapies, retirement benefits, career enhancement and trainings, etc. The collective agreement provides social benefits not only for the employees, but also for off-the-job pensioners and the disabled.

The enterprise provides charity and financial support to various social and cultural projects. LLC Noyabrskgasdobycha is one of the major sponsors of construction of Michael the Archangel church and the city mosque in Noyabrsk. Help is given to the orthodox school, the boarding school, the orphanage, sports and creative collectives. For many years now, the enterprise has helped the indigenous tribal community Yety-Yalya in township of Khalyasavey.

One of the marks of the enterprise stability and its high status is a great number of applicants for every position in LLC Noyabrskgasdobycha. Any job in the team of gas workers is considered to be prestigious by inhabitants of Noyabrsk.
