1. Local administration is one of the fundamentals of constitutional system of the Russian Federation, and thus, it is declared, guaranteed and provided throughout all the Russian Federation.

2. Local administration in the Russian Federation is the way for its people to exercise its authority, providing, within the limits set by the Constitution of the Russian Federation, federal laws, in cases specified by federal laws - by legislations of constituents of the Russian Federation, self-consistent solutions of people on their own responsibility directly and (or) through local authorities to questions of local importance taking into consideration the population's interests, as well as historical and other local traditions and customs.
